ContextWest Cumberland had already been scheduled as a Distressed Area under the Special Areas Development and Improvement Act 1934. In those areas Industrial Estate Companies or 'Trading Estate' Companies had been established to acquire sites and build factories. As West Cumberland differed somewhat in its problems to the other Special Areas, the Cumberland Development Company pressed the Commissioner for the Special Areas, Sir Malcolm Stewart, to allow the new Trading Estate Company power to acquire sites and establish industries on individual sites within its area rather than in one large large concentrated Trading Estate. These powers were granted to the West Cumberland Industrial Development Company Limited on its establishment on 14 August 1937. The first directors were Sir Arnold Somervell (Chairman), Robert Crichton (later Sir Robert Crichton), Col A Hibbert, F G Gaskarth, John Pattinson, E G Sarsfield Hall, J J Adams (later Lord Adams of Ennerdale) who was also appointed General Manager. The first site to be acquired was the 'Solway Estate', Maryport, which was chosen due to the very high (c78%) rate of unemployment of able bodied men. 26 acres of land were developed to a house a number of small industries in standard factories. Other sites were later acquired at Aspatria, Northside in Workington, Salterbeck, Distington, Hensingham, Kells (Whitehaven), Cleator, Cleator Moor, Frizington and Millom.
