ContextThe Association was set up in 2001 to campaign for compensation from Copeland Borough Council, which had sold trusteel houses, built in the 1950s, to former tenants under the Right-to-Buy scheme. The steel in the trusteel houses were subsequently found to be be prone to corrosion, leaving the affected properties structurally unstable, with costly remedial works necessary.

The papers trace a long campaign to secure assistance from the local council. Difficulties related to the financial cost, and the restriction of grants to properties built before 1919. Ultimately, the designation of the affected area of Millom as a 'Renewal area' enabled homeowners to apply for non-means tested grants. However, the award of these grants and appointment of contractors was subject to considerable delay.
